Appyling for guardianship of a Vet is the same process as any other US citizen. If he is of sound mind, he can relinguish his rights by signing them over to whoever he chooses provided there are two witnesses, at least that's my understanding. If he is not of sound mind it becomes a bit more complicated. Call your local Area on Aging Agency. They can provide you with info and possible Pro Bono lawyers.
Min, I'm not sure maybe you could contact your local VA office, they might be able to answer some questions, they've helped me on many occassions. I'm sure if they can't they will find someone that can.
