Is a World War II veteran's wife eligible for VA Benefits?

The veteran is still living and his elderly wife has recently been moved a long term facitily in hospice care.

If she is receiving hospice care she will not require VA benefits as it will be covered by Medicare. If she is removed from hospice care Aid and Attendance will be appropriate to apply for if Medicaid is not an option. Medicaid, however, would be the first choice.
