Is putting two depends on a person in a skilled nursing facility frowned upon? Is it "illegal"?

Not illegal unless one is being re-applied after being taken off. Stupid, yes, but not illegal.

I wouldn't think illegal. Who would enforce that? Maybe you should contact the ombudsman with the Area Agency on Aging in your area. Using a Poise or Depend pad with Depends is fairly common practice.
