Were the Medicare and Medicaid programs beneficial to health care providers?

I'm not understanding what your concerns are. If you mean are the providers making money on Medicare and Medicaid, speaking only of the former, I rather doubt if because they receive only a portion of what they bill.

In fact some physicians have moved to concierge service, eliminating Medicare patients entirely.
