Mom is talking to all of her family that have passed on. She is the only one left. Is it time to call hospice?

There is no harm in calling for a hospice evaluation. If they don't feel she is ready yet you can call them in again later. But if she is entering the final stage of her life, having hospice's help earlier is better than later.
