BTW, the state is not taking the money. The money is going to the nursing home for your mother's care. The state's involvement would be supplementing your mother's income to cover the expense of her care at the nursing home. Her life outside the facility is not considered.
Medicaid doesn't allow enough money to be paid on things like life insurance each month. The premiums have to maintained by someone else in the family. Your mother does have a small allowance that allows enough money for haircuts and snacks. Other things, such as property management and insurance, have to be paid for by someone else.
