Peeved, NYC offers unbelievable services for this type of issue. I don't know if the services are income based or not , but I do know of MANY people who had help from city services. Call the office of aging or Borough president for direction on this question.
Medicare is generally not very useful when it comes to long-term care, either in the home or in a facility. However, you may be able to receive some help through programs such as PACE, which is covered by Medicare or Medicaid. It is for seniors who want to age in place.
