My sister (72) has BCBS TX Medicare Advantage Coverage, but still needs 75% assistance. What options are available?

 My sister is 72 has BCBS TX Medicare Advantage Coverage ENDS, can't pay $161/day for Skilled Nursing, but still needs 75% assistance, may I hear options? By the way, doing a Medicaid application as we speak, but she is due to go somewhere on 12/12/16, but running out of time ideas and money :(
