Is this normal during the progression of dementia?
My 96-year-old mother has started chanting and using nonsensical words in rhythm.

It can be, yes. Often referred to as "word salad" the patient may think they are carrying on a normal conversation, or reciting a favorite poem. If it comforts her, read some poetry to her.
