Mally, as per your profile, you mentioned that your Mom is living in Independent Living which is self-pay.... or did you mean Mom lived on her own in her own house/apt?
Katiekate above is right, Mom would need to apply for Medicaid. Depending on your State, some States do offer a Medicaid Waiver to cover some of the cost for Assisted Living but Mom would need to pay the balance... Assisted Living averages around $5k per month. Not cheap.
Your Mom's best bet would be a skilled nursing home, but only if she is unable to care for herself. If Mom still has her cat, the cat wouldn't be able to go into SNF.

AL is private pay. If she tries to go to AL..they will want to know who is paying...if the answer is no one, then they will not take her.
