In memory care my spouse developed pneumonia. He went to the hospital where he recovered. MC wanted him to go to rehab and suggested place. At rehab he fell 3 times; broke 2 ribs got a bump on his head, pulled foley out while he fell; bled a lot from foley coming out. Taken to ER Sent back to rehab. I hired a private sitter because I don’t want him to fall anymore. Would you say rehab was negligent?

Even with a private “sitter”, people fall.
I hope you are able to determine whether your husband received inappropriate treatment while in rehab and will be able to provide what he needs going forward.
you don’t understand or listen to directions or even remember them. When I get him safely out of this rehab, I will definitely look into the negligence .

That said if he needs to be in rehab I would take him to a different rehab after I researched all the rehabs available in my area (read the reviews). A private sitter sounds better for him.
Can the doctor get a visiting nurse to visit him? If done right medicare (I don't know what type of insurance you have) would pay for a nurse as well as a physical therapist to come to your house several times every week. My Mom had nurses and PT's come to our house after she fell.
