kenarkell, the cost of care depends on where you live. If you are in a large metro area than it will cost more compared to a small town.
My Dad had caregivers through a professional Agency and at that time it was $30/hour. The Agency was licensed, bonded and insured. They did the payroll, and had classes for their caregivers. Dad had to pay out of pocket for this cost as Medicare does not pay nor does any supplement insurance such as AARP.
My Dad was also in his 90's, but he realized that it was time for him to sell his house and use the equity for senior living. He was able to move into an Independent Living apartment at $5k per month.
Eventually Dad needed to move to Memory Care which would cost him $7k per month. Dad called is room his "college dorm" as the room wasn't very big. But he love the place being he was around people of his generation :)
Now if your Dad isn't able to budget for care or Assisted Living, etc, he can apply for Medicaid [which is different from Medicare]. He could live in a nursing home and Medicaid would pay the bill. Each State has their own rules and regulations.
